The chest is up on the ledge opposite the turtle’s head in the Witch’s Woods. This one’s a little bit more complicated and not even solvable until you’ve got the winds of hell at your fingertips. There’s one in the wall in the well you climb to reach the Witch’s Wood again. When you’ve got them, you’ll be able to access every one of the runes required to unlock it.
